BUFFALO RAPIDS IRRIGATION DISTRICT NO. 2
Terry, Montana
February 15, 2023
The Tenth Regular Meeting of the members of the Buffalo Rapids Irrigation District No. 2 at Terry, Prairie County, Montana, was held on the Fifteenth day of February, 2023 at 1:00 p.m.
There were present and participating at the meeting:
Barry Rakes
Lance Kalfell
Jackson Dion
Also present and participating were: Tim Kortum, Secretary, and Jessica Schott, Treasurer.
President Barry Rakes called the meeting to order, stating that all necessary and advisable business be conducted during this time and that notice had been received by each Board Member.
Thereupon, President Barry Rakes announced that legal notice had been given and a quorum was present so that the meeting was legally and lawfully ready to transact business.
The Minutes and Resolution from the January 11, 2023, Board Meeting were approved without corrections and, or additions, on a motion made by Lance Kalfell seconded by Jackson Dion. All in Favor. Motion Carried.
FINANCIAL REPORT:
Jessica Schott presented current budget figures which included payroll and expenditures through February to all Board members for their review. A list of invoices to be paid was submitted and forms for the Prairie County Treasurer to transfer funds in the amount of $52,765.47, to cover payroll and invoices were signed. February 15th estimated payroll: $16,256.45, February invoices $22,519.07, February 28th estimated payroll: $13,989.95. Investment transfer was signed to invest the remaining monthly District No. 2 cash balances in the amount of $578,468.68 with the Prairie County Pool. Warrant numbers from January 13, 2023, to February 16, 2022 range from 27438-27487.
The treasurer's report was approved on a motion by Jackson Dion, seconded by Lance Kalfell. All in Favor. Motion Carried.
Jessica Schott presented worksheets to the members of the Board,
illustrating the estimated annual carry over for the 2022 Operating Year. On a motion made by Lance Kalfell and
seconded by Jackson Dion, it was RESOLVED,
To transfer $22,617.06 from District 2 Cash O & M to the System
Rehab reserve account, to reflect the estimated 2022 net income.
All in Favor. Motion Carried.
Jessica Schott reported to the members of the Buffalo Rapids Irrigation District No. 2 Board that Watts Insurance was unable to receive a quote from any companies for the District’s property/liability/auto insurance package this far ahead of the renewal date. Ms. Schott stated she has reached out to irrigation districts across the state, as well as the Division representative from the Bureau of Reclamation, to discuss actions that the other irrigation districts in Montana are taking to secure insurance coverage as MACo has notified them of the upcoming loss of coverage. Ms. Schott has stated that she will submit applications to all suggested avenues to determine all coverage options that will be available.
MANAGER’S REPORT:
Tim Kortum informed the members of the Board that District employees are finishing the repairs to the final pump that was pulled for off-season rehab work, at which time all District pumps will be ready for the 2023 water season. He also reported that Josh has finished replacing the transmission in his Ditchrider pickup to prepare for the upcoming season. Mr. Kortum also reported that he has been made aware of multiple producers in each division who are planning to add new pivots in the Spring. Mr. Kortum stated that Strad is currently working on an out-of-district pump in the machine shop.
Mr. Kortum reported that the aluminum order of parts for the doglegs being installed along the Lateral 1.6 Pipeline would be arriving within the next two weeks. The District employees will begin assembly of the doglegs when the order is delivered. Gene is currently repairing and servicing the trencher for use on the Lateral 1.6 Project.
Tim Kortum stated that Phase II of the Lateral 1.6 Pipeline project has been surveyed by Performance Engineering for final design. The pipe and materials needed for Phase II will be ordered this Spring with construction of Phase II planned for Fall 2023.
Mr. Kortum reported to the Buffalo Rapids Irrigation District No. 2 Board that he had contacted COP Construction and Prairie Plumbing to discuss putting a scope camera down the Williams Creek syphon to see what may be causing overflow issues. The video scope service is very costly and can only reach 200 feet, so the syphon will need to be pumped out in the Spring to attempt to look further.
Tim Kortum added that Buffalo Rapids Irrigation District No. 2 was approved for funding through the Renewable Resource Grant program to re-line ¾ miles of the main canal in Shirley. A contract for that grant is expected in Fall of 2023, and the date of funds availability is still unknown.
