March 13, 2013 District No. 2 Meeting Minutes

MINUTES Of the MEETING OF THE COMMISSIONERS Of the BUFFALO RAPIDS IRRIGATION DISTRICT NO. 2 Terry, Montana MARCH 13, 2013 The Eleventh Regular Meeting of the members of the Buffalo Rapids Irrigation District No. 2 at Terry, Prairie County, Montana, was held on the thirteenth day of March, 2013 at 1:30 p.m. There were present and participating at the meeting: Barry Rakes Scott Sackman Also present and participating were: Raymond Strasheim, Secretary; Pat Davis, Treasurer. President Barry Rakes called the meeting to order, stating that all necessary and advisable business be conducted during this time and that notice had been received by each Board Member. Thereupon, President Barry Rakes announced that legal notice had been given and a quorum was present so that the meeting was legally and lawfully ready to transact business. The Minutes from the February 13, 2013 Board Meetings were approved without corrections and, or additions, by Scott Sackman seconded by Barry Rakes. All in Favor. Motion Carried FINANCIAL REPORT: Pat Davis presented current budget figures which included payroll and expenditures for March. A list of invoices to be paid was submitted and forms for the Prairie County Treasurer to transfer funds in the amount of $69,705.34, to cover payroll and invoices were signed. March 15th estimated payroll: $6,819.79; March estimated invoices: $55,205.82; March estimated payroll: $7,577.73. Investment transfer was also signed to invest the remaining monthly District No. 2 cash balances in the amount of $440,317.00 with Prairie County Pool. A Transfer sheet was also signed to transfer $43,900.00 from Equip and Emergency for the purchase of a replacement motor. On a motion made by Scott Sackman and seconded by Barry Rakes the treasurer’s report was approved. All in Favor. Motion Carried. MANAGER’S REPORT: Shirley Fish Screen Project: No new correspondence from Hydrolox has been received to date. The crew has been working on a few small projects needed to be completed before installation of the screens. Ray has spoken to Mullen Crane to set a date to install the fish screens. They will contact us when the date gets closer to installation. They indicated they have a 275 ton crane in North Dakota and would put screens in upon return to Billings. Ray informed the Board that they have purchased a reconditioned 350 HP motor from The Pump and Motor Works. The new motor will be installed for the upcoming water season. Ray relayed to the District No. 2 Commissioners that the motor from the Fallon River #3 that was taken to Prairie Mountain Electric, need rewinding. Total cost to be $21,000.00 plus the cost of new thermocouples. Ray informed the commissioners that he had purchased and installed a new tank, pump, hose and reel for fire-fighting when burning ditch this spring. Ray reported that he has spoken to Mike Ames and he has requested to meet later in March concerning pump repair invoices for the District. Ray informed the District No. 2 commissioners that RDO Equipment has been in contact with him about the 200 excavator and they indicated that we should be receiving a phone call from the service department on the progress of the repairs. Ray Strasheim has been working on finding a new or used pump or parts to replace the Fallon River #1 pump. The Board agreed to approve the proposed rules and regulations of water users. On a motion made by Scott Sackman and seconded by Barry Rakes it was RESOLVED, To approve proposed Rules and Regulation of Water Users for Buffalo Rapids Irrigation District No. 2. All in favor. Motion carried. The meeting was adjourned on a motion by Scott Sackman, seconded by Barry Rakes. All in Favor. Motion Carried.
