December 11, 2024
The Eighth Regular Meeting of the members of the Buffalo Rapids Irrigation District No. 2 at Terry, Prairie County, Montana, was held on the Eleventh day of December, 2024 at 1:30 p.m.
There were present and participating at the meeting:
Barry Rakes
Jackson Dion
Lance Kalfell
Also present and participating were: Tim Kortum, Secretary, and Jessica Schott, Treasurer.
President Barry Rakes called the meeting to order at 1:17 p.m., stating that all necessary and advisable business be conducted during this time and that notice had been received by each Board Member.
Thereupon, President Barry Rakes announced that legal notice had been given and a quorum was present so that the meeting was legally and lawfully ready to transact business.
The Minutes and Resolutions from the November13th, 2024, Regular Board Meeting were approved without corrections and, or additions, on a motion made by Lance Kalfell and seconded by Jackson Dion at 1:18 p.m. All in Favor. Motion Carried.
FINANCIAL REPORT:
Jessica Schott presented current budget figures which included payroll and expenditures through December to all Board members for their review. A list of invoices to be paid was submitted and a form for the Prairie County Treasurer to transfer funds in the amount of $47,636.35, to cover payroll and invoices were signed. December 15th estimated payroll with annual bonus: $21,593.77, December invoices: $11,132.19, and December 31st estimated payroll: $14,910.39. This transfer authorization was approved on a motion made by Jackson Dion, seconded by Lance Kalfell at 1:28 p.m. All in Favor. Motion Carried. Additional transfer authorization forms were presented to transfer a total of $68,222.11 of reimbursable funds from Reserve accounts as follows: $66,882.08 from System Rehab Reserve account to District 2 Cash O & M for the second installment on Loan 2340058856; $1,340.03 from the System Rehab Reserve account to the District 2 Cash O & M account for the MDOT Fallon Pipeline 2024 Expense. These Reserve account transfers were approved on a motion made by Lance Kalfell, seconded by Barry Rakes at 1:33 p.m. All in Favor. Motion Carried.
Ms. Schott then presented the investment statement, which was signed to invest the remaining monthly District No. 2 cash balances in the amount of $642,205.67 with the Prairie County Investment Pool. Warrant numbers from November 15, 2024 to December 12, 2024 range from 28675-28721.
The treasurer's report was approved at 1:34 p.m. on a motion made by Jackson Dion, seconded by Lance Kalfell. All in Favor. Motion Carried.
MANAGER’S REPORT:
At 1:35 p.m., Tim Kortum reported to the Buffalo Rapids Irrigation District No. 2 Board that District employees have been servicing pumps, and had the pump from the Fallon Relift finished, and would have the Terry pump finished before the Christmas break.
Mr. Kortum then stated that the Bobcat skid steer had been running great, and has been in service for about a month. He also reported that Jareth and Bruce have been cleaning up pump bolts and repainting columns.
Tim Kortum then informed all present that the overhead furnace in the front shop had stopped working. Arctic Refrigeration Heating & Cooling have provided a quote to remove and replace with a new heater for $5,900.
Mr. Kortum reported that the Fallon Relift accident pump had been taken to Agri Industries in Miles City for rebuild.
Additionally, Mr. Kortum reported that the as-built drawings and closeout reports had finally been received from Performance engineering at the end of November.
At 1:54 p.m., Jessica Schott presented the members of the Buffalo Rapids Irrigation District No. 2 Board with the proposed employee contract. No revisions were requested or made to the contract from its prior term. On a motion made by Lance Kalfell and seconded by Jackson Dion, it was
RESOLVED, To accept the contract agreement between Buffalo Rapids Irrigation District No. 2 and the Employees of Buffalo Rapids Irrigation District No. 2. for a three-year term, to expire in December, 2027. All in Favor. Motion Carried.
Lance Kalfell offered a suggestion of looking into the cost savings increasing the deductible of the company-paid health insurance, and possibly offering Buffalo Rapids Irrigation District No. 2 employees a Health Savings Account stipend to offset the deductible increase. He stated that Stockman Bank offered Health Savings Accounts, and now may be a good time to look into these options as the Health Insurance renewal is coming up in April.
The meeting was adjourned at 2:00 p.m. on a motion made by Jackson Dion, seconded by Lance Kalfell. All in Favor. Motion Carried.
