BUFFALO RAPIDS IRRIGATION DISTRICT NO. 2
Terry, Montana
January 11, 2023
The Ninth Regular Meeting of the members of the Buffalo Rapids Irrigation District No. 2 at Terry, Prairie County, Montana, was held on the Eleventh day of January, 2023 at 1:30 p.m.
There were present and participating at the meeting:
Barry Rakes
Lance Kalfell
Jackson Dion
Also present and participating were: Tim Kortum, Secretary, and Jessica Schott, Treasurer.
President Barry Rakes called the meeting to order, stating that all necessary and advisable business be conducted during this time and that notice had been received by each Board Member.
Thereupon, President Barry Rakes announced that legal notice had been given and a quorum was present so that the meeting was legally and lawfully ready to transact business.
The Minutes and Resolution from the December 21, 2022 Board Meeting were approved without corrections and, or additions, on a motion made by Lance Kalfell seconded by Jackson Dion. All in Favor. Motion Carried.
FINANCIAL REPORT:
Jessica Schott presented current budget figures which included payroll and expenditures through January to all Board members for their review. A list of invoices to be paid was submitted and forms for the Prairie County Treasurer to transfer funds in the amount of $77,610.68, to cover payroll and invoices were signed. January 15th payroll: $14,586.84, January invoices $46,039.05, January 31st estimated payroll: $16,984.79. Investment transfer was signed to invest the remaining monthly District No. 2 cash balances in the amount of $589,093.49 with the Prairie County Pool. Warrant numbers from December 23, 2022, to January 12, 2023 range from 27423-27460.
The treasurer's report was approved on a motion by Jackson Dion, seconded by Lance Kalfell. All in Favor. Motion Carried.
Jessica Schott presented the proposed budget for 2023 to the Board for
approval. After some discussion, the
budget was approved by the Buffalo Rapids Irrigation District No. 2 Board of
Commissioners. On a motion made by Lance
Kalfell and seconded by Jackson Dion, it was RESOLVED,
That the 2023 Budget be approved.
All in Favor. Motion Carried.
Ms. Schott informed the members of the Board that all employee and District IRS documents have been completed for the fiscal year ending December 31, 2022.
A Petition for Nomination was given to the Shirley Division Commissioner for the upcoming election.
MANAGER’S REPORT:
Tim Kortum informed the members of the Board that he had placed an order for the pipes, flanges, and valves that are needed to construct the doglegs for the Lateral 1.6 Pipeline. The new meters needed for the project will be ordered closer to the Spring.
Mr. Kortum reported to the Buffalo Rapids Irrigation District No. 2 Board that new flooring would be installed on the main floor of the District No. 2 office, with work beginning later this week. Mr. Kortum estimates the cost will be about $5,000, and this capital improvement was included on the 2023 budget.
Tim Kortum stated to the members of the Buffalo Rapids Irrigation District No. 2 Board that the pulled pumps from each division were being repaired and serviced. He also mentioned that the Williams Creek Syphon would need cleaning out for inspection as part of this year’s Spring preparations.
Jessica Schott spoke with the members of the Board about the upcoming Annual meeting. All members agreed that the Tenth regular meeting and the Annual meeting will be held on February 15, 2023, at 1:00 P.M. and 2:00 P.M. Annual meeting notices will be mailed to all District producers in early February.
The meeting was adjourned on a
motion by Jackson Dion, seconded by Lance Kalfell. All in Favor.
