BUFFALO RAPIDS IRRIGATION DISTRICT NO. 2
Terry, Montana
June 8, 2022
The Second Regular Meeting of the members of the Buffalo Rapids Irrigation District No. 2 at Terry, Prairie County, Montana, was held on the Eighth day of June, 2022 at 7:00 p.m.
There were present and participating at the meeting:
Barry Rakes
Lance Kalfell
Also present and participating were: Tim Kortum, Secretary; and Jessica Schott, Treasurer.
President Barry Rakes called the meeting to order, stating that all necessary and advisable business be conducted during this time and that notice had been received by each Board Member.
Thereupon, President Barry Rakes announced that legal notice had been given and a quorum was present so that the meeting was legally and lawfully ready to transact business.
The Minutes and Resolutions from the May 11, 2022, Board Meeting, were approved without corrections and, or additions, by Lance Kalfell seconded by Barry Rakes. All in Favor. Motion Carried.
Jackson Dion joined the meeting at this time.
FINANCIAL REPORT:
Jessica Schott presented current budget figures which included payroll and expenditures through June to all Board members for their review. A list of invoices to be paid was submitted and forms for the Prairie County Treasurer to transfer funds in the amount of $57,633.34, to cover payroll and invoices were signed. June 15th estimated payroll: $14,089.45, March estimated invoices $30,386.00, June 30th estimated payroll: $13,157.89. Investment transfer was signed to invest the remaining monthly District No. 2 cash balances in the amount of $727,944.69 with the Prairie County Pool. In addition, a Fund Advance Request authorization sheet was signed for the transfer of $6,357.00 from System Rehab Reserve Account for the remaining expenses to reline the section of the Shirley canal, as well as the expense for having the Shirley ditch reshaped. Warrant numbers from May 13, 2022, to June 9, 2022 range from 27023-27083.
The treasurer's report was approved on a motion by Lance Kalfell, seconded by Jackson Dion.
Jessica Schott presented to the Board Assessment projection worksheets to assist the Buffalo Rapids Board in their review of the financials for the 2023 water season assessments. After much discussion and consideration, the 2023 Operating Year assessments are set as follows. The amount per acre will be $59.00 per acre.

Lance Kalfell made a motion to accept the 2023 operating year assessments, seconded by Jackson Dion. All in Favor. Motion Carried.
BE IT RESOLVED,
To assess $59.00 per acre for the 2023 Operating Year Assessments for Buffalo Rapids Irrigation District No. 2.
The 2023 water overage is set as
follows: for the overage fee of $22.00 per acre foot. On a motion made by
Jackson Dion and seconded by Lance Kalfell it was RESOLVED,
That 2023 water overage for Buffalo Rapids Irrigation District No. 2 will be a fee of $22.00 per acre foot. All in Favor. Motion Carried.
The members of the Buffalo Rapids
Irrigation District No. 2 Board discussed issuing Vice President, Jackson Dion,
an additional Travel and Per Diem stipend for the added time and travel
required to sign warrants and claim forms each month. On a motion made by Lance Kalfell and
seconded by Barry Rakes, it was RESOLVED,
To issue an additional Travel and Per Diem stipend of $25.00 per month and round-trip mileage reimbursement of $0.585 per mile. All in Favor. Motion Carried.
MANAGER’S REPORT:
Tim Kortum reported that the section of the Shirley Canal has been relined, and all pumps have been turned on and are running water. The ditchriders are currently spraying weeds, cleaning drains, and preparing to open gates.
Mr. Kortum informed the members of the Buffalo Rapids Irrigation District No. 2 Board that there was an issue with the rectifier/relay on Shirley Pump No. 3 went out last week, and had to be replaced. Tim Kortum also advised the members of the Board that there was a leak at the Fallon Surge Tower, but applying PAM Polyacrylamide sealant seems to have remedied the issue for now.
Tim Kortum stated that he had purchased eight tires through Get-R-Done Repair for the pickups, as the tires have been out-of-stock for months, and that Get-R-Done agreed to store them at their facilities until Buffalo Rapids needs them.
Lastly, Mr. Kortum informed the Buffalo Rapids Irrigation District No. 2 Board that Paul Anderson approached him about possibly putting a Crisafulli pump in the last lateral at Harding’s. Tim Kortum stated that he would look into how much water he is currently taking from the turnout to see if this would create too heavy a draw on the water supply.

motion by Lance Kalfell, seconded by Jackson Dion. All in Favor. Motion Carried.
