BUFFALO RAPIDS IRRIGATION DISTRICT NO. 2
Terry, Montana
March 9, 2022
The Eleventh Regular
Meeting of the members of the Buffalo Rapids Irrigation District No. 2 at
Terry, Prairie County, Montana, was held on the Ninth day of March, 2022 at 1:30
p.m.
There were present and
participating at the meeting:
Barry Rakes
Jackson Dion
Also present and participating were: Tim
Kortum, Secretary; and Jessica Schott, Treasurer.
President
Barry Rakes called the meeting to order, stating that all necessary and
advisable business be conducted during this time and that notice had been
received by each Board Member.
Thereupon,
President Barry Rakes announced that legal notice had been given and a quorum
was present so that the meeting was legally and lawfully ready to transact
business.
The
Minutes and Resolutions from the February 14, 2022, Regular Board Meeting, were
approved without corrections and, or additions, by Jackson Dion, seconded by Barry
Rakes. All in Favor. Motion Carried.
The
Minutes from the February 14, 2022, Annual Meeting, were approved without
corrections and, or additions, by Jackson Dion, seconded by Barry Rakes. All in Favor.
Motion Carried.
FINANCIAL
REPORT:
Jessica
Schott presented current budget figures which included payroll and expenditures
through March to all Board members for their review. A list of invoices to be paid was submitted
and forms for the Prairie County Treasurer to transfer funds in the amount of $58,667.24,
to cover payroll and invoices were signed. March 15th estimated
payroll: $14,316.38, March estimated invoices $28,572.43, March 31st
estimated payroll: $15,778.43. Investment transfer was signed to invest the
remaining monthly District No. 2 cash balances in the amount of $515,222.31 with
Prairie County Pool. In addition a transfers authorization sheet was signed
for the transfer of $1,996.71 from
Equipment & Emergency reserve account into District 2 Cash O & M to
reflect the recent charges for the Pumping Plant Walkway expenses. Warrant
numbers from February 16, 2022, to March 10, 2022 range from 26865-26881.
The treasurer's
report was approved on a motion by Jackson Dion, seconded by Barry Rakes. All in Favor.
Motion Carried.
On a motion made by Jackson Dion and
seconded by Barry Rakes, it was RESOLVED, To
appoint Jessica Schott, Bookkeeper of Buffalo Rapids Irrigiation District No.
2, to the position of Election Administrator for Buffalo Rapids Irrigation
District No. 2.
MANAGER’S REPORT:
Tim Kortum reported an update on the
pumps, stating that repairs are complete and the pumps are ready to be
installed for the upcoming season. Tim
Kortum also informed the board that the walkways in the pumphouses were nearly
complete. Mr. Kortum also informed the
members of the Buffalo Rapids Irrigation District No. 2 board that the
balancing machine is complete and was used to balance the impellors for the
pumps.
Tim Kortum provided an update on the
artisian well shared by Buffalo Rapids Irrigation No. 2 and Prairie County
Grazing District that was discussed at February's Regualar Board meeting,
stating that he has consulted with Marshal Pirtz with Pirtz WaterWorx regarding
the leak. Mr. Kortum stated that Marshal
had advised the repair could most likely be made by running a 1 1/4"
packer down the well pipe to seal the leaking upper portion, rather than
excavating any portion of the well or pipe.
Mr. Kortum informed the members of
the Buffalo Rapids Irrigation District No. 2 Board that the grant funds for Phase
2 of the 1.6 Lateral Pipeline Conversion project are taking longer than
expected to receive due to a concurrence issue between the Montana State
Historic Preservation Office and the U.S. Bureau of Reclamation regarding a
historical ditch site. Mr. Kortum stated
he had been in contact with Scott Aspenlieder at Performance Engineering
regarding the issue, and that Mr. Aspenlieder was in contact with the
Governor's office to resolve the issue in these grant programs going forward. Due to the delay in receiving the grant
funds, Mr. Kortum suggested looking into a loan through Stockman Bank in order
to pay the outstanding bill with Agri Industries for the pipe that has been
delivered. The Buffalo Rapids Irrigation
District No. 2 board members unaniously agreed to pursue a loan application
with Stockman Bank in order to pay the outstanding balance with Agri Industries
and maintain the pricing quote received for the remainder of the pipe to be
delivered.
Mr. Kortum explained to the Buffalo
Rapids Irrigation District No. 2 board that measurements of the McAulay canal
had been taken, and stated that there is an urgent need to reline the canal
prior to this season's startup to prevent any further damage or water delivery
issues. Tim Kortum estimated the cost of
the canal lining material to be approximately $13,000, with the work being
completed by Buffalo Rapids Irrigation District No. 2 employees.
On a motion made by Jackson Dion and
seconded by Barry Rakes, it was RESOLVED, To
approve the purchase of canal lining materials, and begin work on relining the
McAulay canal subsequently.
The meeting was adjourned on a
motion by Jackson Dion, seconded by Barry Rakes. All in Favor. Motion Carried.
