BUFFALO RAPIDS IRRIGATION DISTRICT NO. 2
Terry, Montana
February 14, 2022
The Tenth Regular
Meeting of the members of the Buffalo Rapids Irrigation District No. 2 at
Terry, Prairie County, Montana, was held on the Fourteenth day of February, 2022
at 1:00 p.m.
There were present and
participating at the meeting:
Barry Rakes
Lance Kalfell
Jackson Dion
Also present and participating were: Tim
Kortum, Secretary; Jessica Schott, Treasurer, and Lorin Larsen, Prairie County
Grazing District.
President
Barry Rakes called the meeting to order, stating that all necessary and
advisable business be conducted during this time and that notice had been
received by each Board Member.
Thereupon,
President Barry Rakes announced that legal notice had been given and a quorum
was present so that the meeting was legally and lawfully ready to transact business.
The
Minutes and Resolutions from the January 12, 2022, Board Meeting, were approved
without corrections and, or additions, by Jackson Dion, seconded by Lance
Kalfell. All in Favor. Motion Carried.
President
Barry Rakes welcomed Jessica Schott, who was hired as the Bookkeeper and
Treasurer to fill outgoing Bookkeeper and Treasurer, Pat Davis', position.
FINANCIAL
REPORT:
Jessica
Schott presented current budget figures which included payroll and expenditures
through February to all Board members for their review. A list of invoices to be paid was submitted
and forms for the Prairie County Treasurer to transfer funds in the amount of $44,437.85,
to cover payroll and invoices were signed. February 15th estimated
payroll: $16,269.30, February estimated invoices $14,064.56, February 28th
estimated payroll: $14,103.99. Investment transfer was signed to invest the
remaining monthly District No. 2 cash balances in the amount of $557,375.19 with
Prairie County Pool. In addition a transfers authorization sheet was signed
for the transfer of $20,515.85 from
System Rehab reserve account into District 2 Cash O & M to reflect the
estimated 2021 net loss. Warrant numbers from January 14, 2022, to February
15, 2022 range from 26805-26864.
The treasurer's
report was approved on a motion by Lance Kalfell, seconded by Jackson Dion. All in Favor.
Motion Carried.
MANAGER’S REPORT:
Mr. Kortum reported an update on the
Summit Big Gap Lathe that was purchased in January, 2022, explaining that it
had not yet been delivered. Tim stated
that the shipping carrier is still trying to coordinate transportation for the
lathe after he wasn't able to get the lathe onto an arranged truck. He is still awaiting word on new
transportation and an updated date of delivery.
Tim Kortum provided updates on the pump
machining repairs to the members of the Buffalo Rapids Irrigation District No.
2 Board. Mindt Machine Company in
Glendive has nearly completed the machining for pump repairs, and Strad is
building a balancing machine in order to balance the pump impellors himself. Mr. Kortum stated that the newly purchased
lathe and new balancing machine will allow the Buffalo Rapids Irrigation
District No. 2 employees to make all pump repairs in-house, and possibly
generate more external income by offering machining services to the public.
Tim Kortum informed the members of
the Buffalo Rapids Irrigation District No. 2 Board that he is looking into
price comparisons on a Sensaphone for the Fallon Division that will tie into
the meters and alert employees in case of pump malfunction. The Board of Commissioners stated that they
would approve a transfer from the Equipment & Emergency Reserve Account for
the purchase of the Sensaphone, and that the amount and purchase details would
be discussed at March's meeting.
Lorin Larsen from the Prairie County
Grazing District was present to discuss with the Board of Commissioners the
leaking artisian well that services the Buffalo Rapids Irrigation District No.
2 office, and is shared by Buffalo Rapids and the Grazing District. The Grazing District recently had a meeting
and discussed capping and filling in the leaking well to drill a shallow hard
water well, or repairing the artisian well if costs weren't too high. After some discussion, the Buffalo Rapids
Irrigation District No. 2 Board decided they would wait for warmer weather to
excavate around the well pipe to determine where the leak is, and if it can be
repaired.
On a motion made by Jackson Dion and
seconded by Lance Kalfell, it was RESOLVED, To
authorize Jessica Schott, Bookkeeper of Buffalo Rapids Irrigiation District No.
2, to sign on all Buffalo Rapids accounts, effective February 14, 2022.
The meeting was adjourned on a
motion by Lance Kalfell, seconded by Jackson Dion. All in Favor. Motion Carried.
