MEETING OF THE COMMISSIONERS
Of the
BUFFALO RAPIDS IRRIGATION DISTRICT NO. 2
Terry, Montana
FEBRUARY 14, 2022
The
Annual Meeting of the members of the Buffalo Rapids Irrigation District No. 2
at Terry, Prairie County, Montana, was held on the Fourteenth day of February,
2022 at 2:00 p.m.
There
were present and participating at the meeting:
Barry Rakes
Lance Kalfell
Jackson Dion
Also present and participating were: Tim Kortum,
Secretary, Jessica Schott, Treasurer, and Producers of Buffalo Rapids
Irrigation District No. 2.
President Barry Rakes called the meeting to order,
stating that all necessary and advisable business be conducted during this time
and that notice had been received by each Board Member.
Thereupon, President Barry Rakes announced that legal
notice had been given and a quorum was present so that the meeting was legally
and lawfully ready to transact business.
FINANCIAL REPORT:
Jessica Schott presented to all present the 2022 proposed
budget for District No. 2 and cash account balances, for a five year
comparison, of the year end fiscal reviews.
She also included a list of the last years overview of events along with
a list of the upcoming years overview.
MANAGER’S REPORT:
Mr. Tim Kortum thanked everyone for coming to the
meeting. Mr. Kortum lead the meeting
stating that the previous year's audit again had no findings. Tim Kortum also displayed pictures of the
projects completed over the last year, and design plans for upcoming projects
in 2022 through 2023, along with some facts of Buffalo Rapids Irrigation
District No. 2. This included photos of
the recently completed metal catwalks that were built and installed in all
three pumphouses, and Tim Kortum informed all present of the increaed safety
these have provided.
Tim Kortum spoke to all present the issues concerning the
District. He stated that the last year
ran well for the District. He had a list
of all future and completed projects that was available for all producers to
review. Tim explained that the projects
listed for each Division are what he would like to see done in the future to
better serve the District as a whole.
Mr. Kortum informed all producers present of the grant
projects that are currently in progress, along with the new grant application
that was recently submitted to fund Phase 3 of the 1.6 Lateral Pipeline project
near the Fairgrounds . He explained how the improvements to the District's
facilities will help to ensure stable water delivery and lower maintenance costs
for all Divisions.
Tim explained to
all present that they had completed the updates to the water rights for
District No. 2, and that boundaries had been adjusted as needed. Mr. Tim Kortum announced that Buffalo Rapids
Irrigation District No. 2 had signed and received an executed copy, from the
Bureau of Reclamation, a power contract valid until 2050.
Tim informed all
producers of the January, 2022 Summit Lathe purchase and current balancing
machine construction and the advantages of having all pump repairs made
in-house. He also stated his hopes of
marketing these services to the public in order to generate enough external
income to alleviate the need to increase assessments in the future.
Mr. Kortum advised all present that he has
placed Josh Hadley as the Shirley Division Ditch Rider, and Bruce Lantis the
Terry Division Ditch Rider, for the upcoming water season.
Mr. Tim Kortum
and the members of the Buffalo Rapids Irrigation District No. 2 Board discussed
and answered questions from all producers present.
The meeting was
adjourned on a motion by Jackson Dion, seconded by Lance Kalfell. All in Favor.
