MEETING OF THE COMMISSIONERS
Of the
BUFFALO RAPIDS IRRIGATION DISTRICT NO. 2
Terry, Montana
The Twelfth Regular Meeting of the members of the Buffalo Rapids Irrigation District No. 2 at Terry, Prairie County, Montana, was held on the Fourteenth day of April, 2020 at 7:00 p.m.
There were present and participating at the meeting:
Barry Rakes
Lance Kalfell
Scott Sackman
Also present and participating were: Tim Kortum, Manager, and Pat Davis, Treasurer, and Jackson Dion.
President
Barry Rakes called the meeting to order, stating that all necessary and
advisable business be conducted during this time and that notice had been
received by each Board Member.
Thereupon,
President Barry Rakes announced that legal notice had been given and a quorum was
present so that the meeting was legally and lawfully ready to transact
business.
The
Minutes from the March 10, 2021, Board Meetings, were approved without
corrections and, or additions, by Scott Sackman, seconded by Lance Kalfell. All in Favor. Motion Carried
FINANCIAL REPORT:
Pat
Davis presented current budget figures which included payroll and expenditures through
April to all Board members for their review.
A list of invoices to be paid was submitted and forms for the Prairie County
Treasurer to transfer funds in the amount of $57,034.36, to cover payroll and
invoices were signed. April 15th estimated payroll: $18,559.95, April
estimated invoices $20,751.97, April 30th estimated payroll: $17,722.44. Investment transfer was signed to invest the
remaining monthly District No. 2 cash balances in the amount of $434,451.20 with
Prairie County Pool. Warrant numbers
from March 12, 2021 to April 15, 2021 range from 26269 to 26322.
Pat Davis relayed to the members of the District 2 Board that the 2020 Audit has been completed for the onsite review of the accounting records, the final audit report will be compiled and forwarded to the District when completed in full. Pat also informed the District Board that there would not be a premium increase for the dental insurance for the upcoming year. The treasurer's report was approved on a motion by Lance Kalfell, seconded by Scott Sackman. All in Favor. Motion Carried.
MANAGER’S REPORT:
Mr. Tim Kortum informed all present
that everything is ready to start the water season for 2021. Mr. Kortum anticipates that water will be
turned on about the middle of April.
Tim reported that Coalstrip
Electric, the electricians who were hired to perform maintenance on the pumping
plants, have completed all the maintenance in the cubicals on the pumping plants
electrical components for the District.
The Buffalo Rapids crew has burned
ditches, canal, and drains throughout the entire District in preparation of the
upcoming water season. Canals, drains,
and turnouts have also been cleaned and routine maintenance has been performed
over the last month.
Tim stated to the members of the
Board that he had spoken with the MACO attorney and they had received a ruling
from the court. Tim informed the Board
that the next step will be to decide whether to go to trial. Tim will speak with the members of the Board
and inform them when he hears more from the attorney. The attorney representing Buffalo Rapids
District 2, concerning the Water Rights for the District, informed Tim that
McAulay Ranch Co. has filed a 30 day extension in the Water Court case. Tim will inform the members of the Board when
he hears of any new updates on the on-going case.
The meeting was adjourned on a
motion by Scott Sackman, seconded by Lance Kalfell. All in Favor. Motion Carried.
