MEETING OF THE COMMISSIONERS
Of the
BUFFALO RAPIDS IRRIGATION DISTRICT NO. 2
Terry, Montana
FEBRUARY 10, 2021
The
Annual Meeting of the members of the Buffalo Rapids Irrigation District No. 2
at Terry, Prairie County, Montana, was held on the tenth day of February, 2021
at 2:00 p.m.
There
were present and participating at the meeting:
Barry Rakes
Lance Kalfell
Scott Sackman
Also present and participating were: Tim Kortum,
Secretary, Pat Davis, Treasurer, Producers of Buffalo Rapids Irrigation
District No. 2.
President Barry Rakes called the meeting to order,
stating that all necessary and advisable business be conducted during this time
and that notice had been received by each Board Member.
Thereupon, President Barry Rakes announced that legal
notice had been given and a quorum was present so that the meeting was legally
and lawfully ready to transact business.
FINANCIAL REPORT:
Pat Davis presented to all present the 2021 proposed
budget for District No. 2 and cash account balances, for a five year comparison,
of the year end fiscal reviews. She also
included a list of the last years overview of events along with a list of the
upcoming years overview. Pat also
displayed pictures of the projects completed over the last year, and design
plans for upcoming projects in 2021 through 2022, along with some facts of
Buffalo Rapids Irrigation District No. 2.
MANAGER’S REPORT:
Mr. Tim Kortum thanked everyone for coming to the
meeting. Mr. Kortum lead the meeting
stating that the previous year's audit had no findings and thanked Pat Davis
for a job well done. Tim Kortum spoke to all present the issues
concerning the District. He stated that
the last year ran well for the District.
He had a list of all future and completed projects that was available
for all producers to review. Tim
explained that the projects listed for each Division are what he would like to
see done in the future to better serve the District as a whole.
Mr. Kortum informed all producers present of the grant
projects that are currently in progress, and grants that have been applied for,
along with the one completed in 2020. He explained how the improvements to the
District's facilities will help to ensure stable water delivery and lower
maintenance costs for all Divisions.
Tim explained to
all present the District is continuing to work on the water rights for District
No. 2, and have made considerable headway on those issues. Mr. Tim Kortum announced that Buffalo Rapids
Irrigation District No. 2 had signed and received an executed copy, from the
Bureau of Reclamation, a power contract, and that the rates would go unchanged for
a 30 year contract, contingent on ability to pay for the District.
Tim stated that
they have completed the Shirley Main Canal Lining Project and it was working
extremely well over the last water season.
He also informed all present that they would begin the Lateral 1.6
Pipeline Project in the Terry Division in the upcoming year as funds become
available. Mr. Kortum spoke to all
present that they would also begin preliminary engineering on a grant
application for the Lateral 5.3 Pipeline Project in the Shirley Division.
Mr. Tim Kortum
and the members of the Buffalo Rapids Irrigation District No. 2 Board discussed
and answered questions from all producers present.
The meeting was
adjourned on a motion by Scott Sackman, seconded by Lance Kalfell. All in Favor.
