The Eighth Regular
Meeting of the members of the Buffalo Rapids Irrigation District No. 2 at
Terry, Prairie County, Montana, was held on the Ninth day of December, 2020 at
1:30 p.m.
There were present and participating at the meeting:
Barry Rakes
Lance Kalfell
Scott Sackman
President Barry Rakes called the meeting to order, stating that all necessary and advisable business be conducted during this time and that notice had been received by each Board Member.
Thereupon, President Barry Rakes announced that legal notice had been given and a quorum was present so that the meeting was legally and lawfully ready to transact business.
The Minutes & Resolutions from the November 12, 2020, Board Meetings, were approved without corrections and, or additions, by Lance Kalfell, seconded by Scott Sackman. All in Favor. Motion Carried
FINANCIAL REPORT:
Pat Davis presented current budget figures which included payroll and expenditures through December to all Board members for their review. A list of invoices to be paid was submitted and forms for the Prairie County Treasurer to transfer funds in the amount of $65,723.35 to cover payroll and invoices were signed. December 15th estimated payroll: $20,202.53, December estimated invoices $32,044.27, December 31st estimated payroll: $13,476.55. Investment transfer was signed to invest the remaining monthly District No. 2 cash balances in the amount of $498,163.97 with Prairie County Pool. In addition a transfer authorization sheet was signed in the amount of $58,299.04 to transfer funds to System Rehab Reserve account from District 2 Cash O & M, for October and November operating revenue reimbursement. Additional transfer authorization sheets was signed to transfer funds from System Rehab Reserve account to District 2 Cash O & M in the amount of $5,000.00 for unbudgeted pump repair, $5,541.48 for unbudgeted heavy equipment repair, $14,975.96 for professional services-water rights, $26,668.20 for unpaid assessments on Parcels RBR0014, RBR0016, RDE0420, RDE1958. Warrant numbers from November 14, 2020 to December 10, 2020 range from 26074 to 26118. The treasurer's report was approved on a motion by Lance Kalfell, seconded by Scott Sackman. All in Favor. Motion Carried.
MANAGER’S REPORT:
Mr. Dennis Teske met with the members
of the Buffalo Rapids Irrigation District No. 2 Board of Commissioners to
present a feasible study for supplying irrigation water to a proposed Fallon
Flats Irrigation Project. Mr. Teske explained
the proposed project to all members present and the many scenarios that are
being considered to complete the project.
He approached the District No. 2 Board with the proposal, and the
possibility of Buffalo Rapids Irrigation District No. 2 water being supplied to
the Fallon Flat area. The Board and Mr.
Teske discussed the issue at length.
Members of Buffalo Rapids Irrigation District No. 2, and Mitch Young, Attorney representing the District, will be present at the Prairie County District Courthouse on December 16, 2020, for a hearing concerning the excavation of US Drain 49-10-I.
Mr. Tim Kortum informed the Terry pump is repaired. It needed new bearing due to the water lube line not working properly. Tim stated that they are currently working on the new Fallon River Pump that was pulled for routine maintenance, and that it looked very good. The crew will work on constructing walkways for the pumping plants and along the canal in the shop throughout the off season.
Tim presented to the Board documents that an objection has been filed: McAulay Ranch Co. Objection to Buffalo Rapids Irrigation District No. 2 Motion to Amend Water Right Claims to the Montana Water Court, Case No. 42K-6001-P-2020, on November 20, 2020.
The Board entered into a closed session to discuss an employee.
The meeting was adjourned on a
motion by Scott Sackman, seconded by Lance Kalfell. All in Favor. Motion Carried.
