BUFFALO
RAPIDS IRRIGATION DISTRICT NO. 2
Terry,
Montana
September
11, 2020
The
Fifth Regular Meeting of the members of the Buffalo Rapids Irrigation District
No. 2 at Terry, Prairie County, Montana, was held on the Eleventh day of September,
2020 at 7:00 p.m.
There
were present and participating at the meeting:
Barry
Rakes
Lance
Kalfell
Scott
Sackman
Also
present and participating were: Tim Kortum, Manager, and Pat Davis, Treasurer.
President Barry Rakes called the meeting
to order, stating that all necessary and advisable business be conducted during
this time and that notice had been received by each Board Member.
Thereupon, President Barry Rakes
announced that legal notice had been given and a quorum was present so that the
meeting was legally and lawfully ready to transact business.
The Minutes from the August 12, 2020
Board Meeting, were approved without corrections and, or additions, by Lance
Kalfell, seconded by Scott Sackman. All
in Favor. Motion Carried
FINANCIAL REPORT:
Pat Davis presented current budget
figures which included payroll and expenditures through September to all Board
members for their review. A list of
invoices to be paid was submitted and forms for the Prairie County Treasurer to
transfer funds in the amount of $44,230.97 to cover payroll and invoices were
signed. September 15th estimated payroll: $10,915.77, September estimated
invoices $19,661.06, September 30th estimated payroll: $13,654.14. Investment transfer was signed to invest the
remaining monthly District No. 2 cash balances in the amount of $418,525.16 with
Prairie County Pool. In addition a transfer
authorization sheet was signed in the amount of $2,120.00 to transfer funds to System
Rehab Reserve account from District 2 Cash O & M-other, for reimbursement
of expenses incurred for the Shirley Main Canal Lining Rehabilitation Project. Pat spoke to the Board that there would most
likely be a need to transfer funds from the District's reserve accounts for operating
revenue, due to unforseen expenses, to fund the remainder
of the fiscal year. On a motion made by
Lance Kalfell and seconded by Scott Sackman it was:
RESOLVED,
To
transfer funds as needed from System Rehab reserve account 1021(b) to District
2 O & M Account 1021, for operating revenue, Due to unforseen expenses.
All in Favor. Motion Carried.
Warrant numbers from August 14, 2020 to September
12, 2020 range from 25923 to 25949. The treasurer's
report was approved on a motion by Lance Kalfell, seconded by Scott Sackman. All in Favor.
Motion Carried.
MANAGER’S
REPORT:
Tim and Pat informed members of
Buffalo Rapids Irrigation District No. 2 Board that the judge granted the boundary
extension and the motion to amend Buffalo Rapids Irrigation District No. 2
water right claims and will now be filed with the State of Montana Water Court.
Tim Kortum, Lance Kalfell, and Mitch
Young, Attorney representing the District, traveled to Billings for mediation arbitration
concerning the excavation of US Drain 49-10-I.
The mediation arbitration failed and the District will continue
proceedings in District court. Buffalo
Rapids Irrigation District No. 2 will begin depositions later in September.
Mr. Tim Kortum informed the Board that
the District is running into problems with the VFD at the Fallon Relift Sub
Station. They will contact individuals to
try and get the issue resolved before the end of the water season. Mr. Kortum also reported that the Yellowstone
River is experiencing extremely low river water levels at the pumping plants.
Tim reported to the members of the
Board that they have not received any updates on any grants within the last
month.
The meeting was adjourned on a
motion by Lance Kalfell, seconded by Scott Sackman. All in Favor. Motion Carried.
