RAPIDS IRRIGATION DISTRICT NO. 2
Terry,

2020
The
Fourth Regular Meeting of the members of the Buffalo Rapids Irrigation District
No. 2 at Terry, Prairie County, Montana, was held on the Twelfth day of August,
2020 at 7:00 p.m.
There
were present and participating at the meeting:
Barry
Rakes
Lance
Kalfell
Scott
Sackman
Also
present and participating were: Tim Kortum, Manager, and Pat Davis, Treasurer.
President Barry Rakes called the meeting
to order, stating that all necessary and advisable business be conducted during
this time and that notice had been received by each Board Member.
Thereupon, President Barry Rakes
announced that legal notice had been given and a quorum was present so that the
meeting was legally and lawfully ready to transact business.
The Minutes & Resolution from
the July 13, 2020 Board Meeting, were approved without corrections and, or
additions, by Lance Kalfell, seconded by Scott Sackman. All in Favor. Motion Carried
FINANCIAL REPORT:
Pat Davis presented current budget
figures which included payroll and expenditures through August to all Board
members for their review. A list of
invoices to be paid was submitted and forms for the Prairie County Treasurer to
transfer funds in the amount of $50,913.66 to cover payroll and invoices were
signed. August 15th estimated payroll: $12,164.96, August estimated
invoices $26,089.42, August 31st estimated payroll: $12,659.28. Investment transfer was signed to invest the
remaining monthly District No. 2 cash balances in the amount of $456,577.02 with
Prairie County Pool. In addition a transfer
authorization sheet was signed in the amount of $2,120.00 to transfer funds from
System Rehab Reserve account to District 2 Cash O & M-other, for expenses
incurred for the Shirley Main Canal Lining Rehabilitation Project. Warrant
numbers from July 15, 2020 to August 13, 2020 range from 25872 to 25922. The treasurer's report was approved on a
motion by Lance Kalfell, seconded by Scott Sackman. All in Favor.
Motion Carried.
Pat also informed the members of the
Board that a Montana Public Employees Retirement audit was conducted and there
were no findings for Buffalo Rapids Irrigation District No. 2.
MANAGER’S
REPORT:
Tim and Pat informed members of
Buffalo Rapids Irrigation District No. 2 Board that the, Petition to Extend
Boundaries of Irrigation District Re The Matter of Buffalo Rapids Irrigation
District No. 2, had been filed in
Prairie County 7th Judicial District Court, Prairie County, Montana, on July 14,
2020. The District received notice that
the public hearing was set for Monday August 06, 2020, in the Prairie County
Courthouse located at 217 W. Park St., Terry, Montana; and that the notice of
the time and date of the hearing was published in the Terry Tribune and Miles City
Star prior to the set hearing date. On
August 10, 2020, the Montana Seventh Judicial District, Prairie County, issued
and Ordered, Judgement, and Decree extending the Buffalo Rapids Irrigation
District No. 2's exterior boundaries to include 60 acres in the SENE and N2NESE
§ 15 T10N R49E, Custer County. In
addition, it was issued and Ordered,
Judgement, and Decreed to include in the District 252 acres described as
Section 30: All land lying south and east of the Northern Pacific Railway
Company right-of-way and Interstate I-94 (PT SE'LY of BNRR LESS HWY 11.92AND INT
94 17.3) owned by Kalfell Ranch Inc.
Tim Kortum relayed to the District
No. 2 Board members that he and Pat had spoken to Pete Arp, Bureau of
Reclamation WaterSMART program specialist, Scott Aspenleider, Performance
Engineering & Consulting, Jim Forseth, Bureau of Reclamation, during a conference call meeting with the
District, to review the funding for the WaterSMART grant for Lateral 1.6
Pipeline Conversion Project, and all necessary requirements that it will
entail.
Mr. Tim Kortum informed the Board that
the District is running smoothly. He
stated some concerns to the Board about a Shirley Division area producers taking
water without permission, or notifying the ditch rider in their Division, and
creating problems for the remaining producers farther down the canal. Tim reported that the ditch rider has discussed
the issue with the producer and stated that if it were to happen again, other
measures will be enforced to ensure water delivery for all producers on the ditch.
The meeting was adjourned on a
motion by Lance Kalfell, seconded by Scott Sackman. All in Favor. Motion Carried.
