MEETING OF THE COMMISSIONERS
Of the
BUFFALO RAPIDS IRRIGATION DISTRICT NO. 2
Terry, Montana
FEBRUARY 12, 2020
The Annual Meeting of the members of the Buffalo Rapids Irrigation District No. 2 at Terry, Prairie County, Montana, was held on the twelfth day of February, 2020 at 2:00 p.m.
There
were present and participating at the meeting:
Barry Rakes
Lance Kalfell
Scott Sackman
Also present and participating were: Tim Kortum,
Secretary, Pat Davis, Treasurer, Producers of Buffalo Rapids Irrigation
District No. 2.
President Barry Rakes called the meeting to order,
stating that all necessary and advisable business be conducted during this time
and that notice had been received by each Board Member.
Thereupon, President Barry Rakes announced that legal
notice had been given and a quorum was present so that the meeting was legally
and lawfully ready to transact business.
FINANCIAL REPORT:
Pat Davis presented to all present the 2020 proposed
budget for District No. 2 and cash account balances. She also included a list of the last years
overview of events along with a list of the upcoming years overview.
MANAGER’S REPORT:
Mr. Tim Kortum thanked everyone for coming to the
meeting. Tim Kortum spoke to all present
the issues concerning the District. He
stated that the last year ran well for the District. He had a list of all future and completed
projects that was available for all producers to review. Tim explained that the projects listed for
each Division are what he would like to see done in the future to better serve
the District as a whole.
Mr. Kortum informed all producers present of the grant
projects that are currently in progress, and grants that have been applied for
or resubmitted. He explained how the improvements to the District's facilities will
help to ensure stable water delivery and lower maintenance costs for all Divisions.
Tim explained to
all present the District is continuing to work on the water rights for District
No. 2, and have made considerable headway on those issues. The members of the Board along with Tim
Kortum discussed at length with everyone present, about the upcoming power
contract. Tim and the Board of Buffalo
Rapids Irrigation District No. 2 were happy to announce that they had received
verbal notice, from the Bureau of Reclamation, that the rates would go
unchanged for a 30 year contract.
Tim stated that
they have nearly completed a project with the Montana Department of Transportation
(MDOT) concerning a culvert and siphon that supplies water under the Highway and
I-94 in the Fallon Division. The MDOT
would construct a pipeline that would extend the R.O.O.R. Lateral under the roadways
to supply water to the irrigated acres that receive water currently. Tim went on to explain the many benefits of
the joint project that the MDOT proposed and paid the District's costs to
install.
Mr. Tim Kortum
and the members of the Buffalo Rapids Irrigation District No. 2 Board discussed
and answered questions from all producers present.
The meeting was
adjourned on a motion by Lance Kalfell, seconded by Barry Rakes. All in Favor.
