April 11, 2019 District No. 2 Meeting Minutes

MINUTES Of the MEETING OF THE COMMISSIONERS Of the BUFFALO RAPIDS IRRIGATION DISTRICT NO. 2 Terry, Montana APRIL 11, 2019 The Twelfth Regular Meeting of the members of the Buffalo Rapids Irrigation District No. 2 at Terry, Prairie County, Montana, was held on the Tenth day of April, 2019 at 7:00 p.m. There were present and participating at the meeting: Barry Rakes Lance Kalfell Also present and participating were: Tim Kortum, Manager, and Pat Davis, Treasurer. President Barry Rakes called the meeting to order, stating that all necessary and advisable business be conducted during this time and that notice had been received by each Board Member. Thereupon, President Barry Rakes announced that legal notice had been given and a quorum was present so that the meeting was legally and lawfully ready to transact business. The Minutes from the March 13, 2019 Board Meetings were approved without corrections and, or additions, by Lance Kalfell seconded by Barry Rakes. All in Favor. Motion Carried FINANCIAL REPORT: Pat Davis presented current budget figures which included payroll and expenditures through April to all Board members for their review. A list of invoices to be paid was submitted and forms for the Prairie County Treasurer to transfer funds in the amount of $48,172.61, to cover payroll and invoices were signed. April 15th estimated payroll: $17,670.46; April estimated invoices $12,831.69, April 30th estimated payroll: $17,670.46. Investment transfer was signed to invest the remaining monthly District No. 2 cash balances in the amount of $482,084.17 with Prairie County Pool. Warrant numbers from March 15, 2019 to April 11, 2019 range from 24993 to 25026. On a motion made by Lance Kalfell and seconded by Barry Rakes the treasurer’s report was approved. All in Favor. Motion Carried. MANAGER’S REPORT: Tim informed the members of the District No. 2 Board that the crew has been working on installing the pumps for the District. The crew is done installing pumps in Fallon and Terry, and will start installing the pump in Shirley this week, when completed they will work on installing the motors. Tim informed the members of the Board that they will have K & S Electric do a little work on connecting the new motor at the Fallon River plant. The motor that was pulled out of the Terry Pumping plant is almost completed at Prairie Mountain Electric. Buffalo Rapids District No. 2 employees have been burning ditches and working on closing the portion of ditch in the Fallon Division that will now supply water by pipeline, in preparation for the upcoming water season. Seasonal employees have been hired or returned to work for the Spring to accomplish all tasks to ensure a smooth start to the 2019 season. Scott Aspenlieder emailed an update and indicated that he expected HB6 to pass and that both grant proposals, Shirley Main Canal Lining & Lateral 1.6 Pipeline, for the District would be funded. Mr. Kortum informed the members of the Board that Patty Patterson of the Montana Department of Transportation, had sent proposed documents for review/signature to the Bureau of Reclamation, pertaining to the compensation and release for the non-replacement of 30"x458' CSP Irrigation Siphon at Station 1979+83 located in Farm Unit 273 in the SE1/4SE1/4 of Section 33, T 13, R 52 E, Prairie County and for land and improvements that would eliminate the siphon in Fallon Division that supplies water to irrigated lands north of I94. The irrigated lands will be delivered water through a proposed constructed pipeline that would be bored, to eliminate the existing siphon, to better ensure water delivery in all future years. Mrs. Patterson indicated that the Bureau of Reclamation was in approval of the proposed contract that was submitted for their signature. She was waiting for the signed documents, and then would advise and forward the completed contracts to Tim as well. On March 22, 2019 the Yellowstone River had ice jams and subsequent flooding, remarkably in the Shirley Division. Tim and Pat contacted Bob Schreiber and had him video the ice jam and flooding with a remote control drone in the Shirley area. Pat presented, for the Board's review, footage of the video that was taken of the ice jams and flooding. The meeting was adjourned on a motion by Lance Kalfell, seconded by Barry Rakes. All in Favor. District No. 2 Fallon Division Commissioner Election Cancellation

  NOTICE OF BUFFALO RAPIDS IRRIGATION DISTRICT NO. 2 COMMISSIONER ELECTION - FALLON DIVISION CANCELLATION   NOTICE IS HEREBY GIVEN that pursuant to Section 13-1-502, MCA, the number of candidates filing a Declaration for Nomination and Oath of Candidacy for the expiring Fallon Division Commissioner position on the Buffalo Rapids Irrigation District No. 2 Board of Commissioners, Prairie County, State of Montana is equal to or less than the number of positions to be elected.   Therefore, the election is not necessary. IT IS HEREBY DECLARED THAT said election will not be held and the candidate who filed for the position will be elected by acclamation.
