SEPTEMBER 12, 2018
The Fifth Regular Meeting of the members of the Buffalo Rapids Irrigation District No. 2 at Terry, Prairie County, Montana, was held on the twelfth day of September, 2018 at 7:00 p.m.
There were present and participating at the meeting:
Barry Rakes
Lance Kalfell
Scott Sackman
Also present and participating were: Tim Kortum, Manager, and Pat Davis, Treasurer.
President Barry Rakes called the meeting to order, stating that all necessary and advisable business be conducted during this time and that notice had been received by each Board Member.
Thereupon, President Barry Rakes announced that legal notice had been given and a quorum was present so that the meeting was legally and lawfully ready to transact business.
The Minutes and Resolutions from the August 12, 2018 Board Meetings were approved without corrections and, or additions, by Lance Kalfell seconded by Barry Rakes.
All in Favor. Motion Carried
FINANCIAL REPORT:
Pat Davis presented current budget figures which included payroll and expenditures for September to all Board members for their review. A list of invoices to be paid was submitted and forms for the Prairie County Treasurer to transfer funds in the amount of $45,513.69, to cover payroll and invoices were signed. September 15th estimated payroll: $11,432.69; September estimated invoices $21,216.41; September 30th estimated payroll: $12,864.79. Investment transfer was signed to invest the remaining monthly District No. 2 cash balances in the amount of $416,731.66 with Prairie County Pool. Warrant numbers from August 14, 2018 to September 12, 2018 range from 24676 to 24724. On a motion made by Scott Sackman and seconded by Lance Kalfell the treasurer’s report was approved. All in Favor. Motion Carried.
MANAGER’S REPORT:
Tim Kortum and Barry Rakes met with Patty Patterson, Montana State Department of Transportation, concerning Lateral RO.OR-A that serves irrigated acres through a syphon that is located through a culvert on Interstate 90 in the Fallon Division. The State Highway Department stated that they have decided to abandon the culvert and are seeking other ways to ensure the delivery of water to the lands on the north side of I90. Tim has requested quotes from companies for construction to be submitted to the Montana Department of Transportation for review. The culvert that serves the main canal for the Fallon Divison was also discussed, since it is also in need of repairs to ensure water delivery for the Division.
Tim informed the Board that they will be constructing new walkways for the Fallon River Pumping Plant. The walkways will be constructed in the shop and installed upon completion.
The new Fallon River pump is almost completed and will be installed for the operation of the 2019 water season. Strad Benjamin has fabricated what was needed to ensure the pump will fit to any motor that will be allocated for the Fallon River Pumping Plant. The new motor for Fallon River is also completed with the conversion to make it compatible with the current power requirements.
Tim advised the members of the Buffalo Rapids Irrigation District No. 2 Board of commissioners that he is currently looking for a lathe that is big enough to be compatible to work on the size of bowl for the District.
Mr. Tim Kortum gave an update, to the Buffalo Rapids District No. 2 Board, on the subject of McAuley Ranch and the excavation of US Drain 49-10-I. He meet with individuals from the Prairie County Conservation District, Prairie County Extension Agent, along with the McAuley's.
The Buffalo Rapids Irrigation District No. 2 office received a phone call from Congressman Gianforte's office. A representative from the Congressman's office requested more documentation and information concerning a letter that Mr. Kortum had sent concerning the proposed power increase for the upcoming contract renewal between the Bureau of Reclamation and Buffalo Rapids Irrigation District No. 2.
The meeting was adjourned on a motion by Scott Sackman, seconded by Lance Kalfell All in Favor. Motion Carried.
