AUGUST 13, 2018
The Fourth Regular Meeting of the members of the Buffalo Rapids Irrigation District No. 2 at Terry, Prairie County, Montana, was held on the thirteenth day of August, 2018 at 7:00 p.m.
There were present and participating at the meeting:
Barry Rakes
Lance Kalfell
Also present and participating were: Tim Kortum, Manager, and Pat Davis, Treasurer.
President Barry Rakes called the meeting to order, stating that all necessary and advisable business be conducted during this time and that notice had been received by each Board Member.
Thereupon, President Barry Rakes announced that legal notice had been given and a quorum was present so that the meeting was legally and lawfully ready to transact business.
The Minutes and Resolutions from the July 11, 2018 Board Meetings were approved without corrections and, or additions, by Lance Kalfell seconded by Barry Rakes.
All in Favor. Motion Carried
FINANCIAL REPORT:
Pat Davis presented current budget figures which included payroll and expenditures for August to all Board members for their review. A list of invoices to be paid was submitted and forms for the Prairie County Treasurer to transfer funds in the amount of $45,275.18, to cover payroll and invoices were signed. August 15th estimated payroll: $11,432.69; August estimated invoices $20,977.70; August 31st estimated payroll: $12,864.79. Investment transfer was signed to invest the remaining monthly District No. 2 cash balances in the amount of $444,448.24 with Prairie County Pool. Warrant numbers from July 13, 2018 to August 13, 2018 range from 24625 to 24675. On a motion made by Lance Kalfell and seconded by Barry Rakes the treasurer’s report was approved. All in Favor. Motion Carried.
MANAGER’S REPORT:
Mr. Tim Kortum gave an update, to the Buffalo Rapids District No. 2 Board, on the subject of McAuley Ranch and the excavation of US Drain 49-10-I. He will meet with individuals from the Prairie County Conservation District, Prairie County Extension Agent, and all other persons involved that are available to attend, on site of the excavation this week.
Tim informed the Board that they had received notice from the Bureau of Reclamation, Great Plains Regional Office, that they will be conducting an on-site review of Contract No. 14-06-600-1217 with Buffalo Rapids Irrigation District No. 2. The review will be conducted to ensure water is delivered in conformance with the District's congressionally authorized purpose, to verify the quantity of water delivered and used in accordance with the contract, and to verify that monies received are in accordance with those assed for the type of water delivered. Mr. Kortum will schedule a meeting for the review to be held in the fall of the current year.
Mr. Kortum informed the members of the Board that they are working on the new Fallon River pump to be installed for the next water season. Tim and the Board discussed what would be needed for work on the pumping plants for the 2019 water season.
The meeting was adjourned on a motion by Lance Kalfell, seconded by Barry Rakes All in Favor. Motion Carried.
