The Special Meeting of the members of the Buffalo Rapids Irrigation District No. 2 at Terry, Prairie County, Montana, was held on the seventh day of May, 2018 at 1:00 p.m.
There were present and participating at the meeting:
Barry Rakes
Scott Sackman
Also present and participating were: Tim Kortum, Manager, and Pat Davis, Treasurer. David Pratt and Aaron Kolb of Yellowstone River Conservation District Council.
President Barry Rakes called the meeting to order, stating that all necessary and advisable business be conducted during this time and that notice had been received by each Board Member.
Thereupon, President Barry Rakes announced that legal notice had been given and a quorum was present so that the meeting was legally and lawfully ready to transact business.
The members of the Buffalo Rapids Irrigation District No. 2 Board met with David Pratt and Aaron Kolb of the Yellowstone River Conservation District Council (YRCDC), to discuss any concerns that Buffalo Rapids Irrigation District No. 2 may have concerning the Yellowstone River.
Mr. David Pratt spoke to the members of the Board present about the YRCDC and the practices that they would like to keep and or implement on the Yellowstone River, specific to a work group created for irrigation water management. The Board discussed with Mr. Pratt and Mr. Kolb their concerns that are forthcoming for the District along with issues that need to be resolved to continue to deliver irrigation water for the Buffalo Rapids Irrigation District No. 2. The Board and the members of the YRCDC present spoke at length about funding issues to repair and or maintain the infrastructure of the irrigation district. Members of the District No. 2 Board informed Mr. Pratt that the District could incur a substantial increase in power rates over the next ten year period, and how it could have a potentially large financial impact for the district and their producers. Buffalo Rapids Irrigation District No. 2 will review and discuss a short questionnaire provided by the YRCDC to provide feedback to determine the top priorities for the council.
The meeting was adjourned on a motion by Barry Rakes, seconded by Scott Sackman. All in Favor. Motion Carried.

MINUTES Of the MEETING OF THE COMMISSIONERS Of the BUFFALO RAPIDS IRRIGATION DISTRICT NO. 2 Terry, Montana May 14, 2025 Before the meeting could be called to order, the following nominations and appointments needed to be made: At 1:31 p.m., the meeting was turned over to Jackson Dion who declared nominations for appointments open for President of the Buffalo Rapids Irrigation District No. 2. Barry Rakes was nominated by Lance Kalfell. At 1:32 p.m., Lance Kalfell made a motion, seconded by Jackson Dion, that all nominations cease, and a unanimous ballot be cast for Barry Rakes. A unanimous ballot was cast for Barry Rakes, and it was, RESOLVED, that Barry Rakes be and is hereby elected and appointed to the position of President of the Buffalo...
