BUFFALO RAPIDS IRRIGATION DISTRICT NO. 2
Terry, Montana
SEPTEMBER 11, 2013
The Fifth Regular Meeting of the members of the Buffalo Rapids Irrigation District No. 2 at Terry, Prairie County, Montana, was held on the eleventh day of September, 2013 at 7:00 p.m.
There were present and participating at the meeting:
Barry Rakes
Scott Sackman
Lance Kalfell
Also present and participating were: Raymond Strasheim, Secretary; Pat Davis, Treasurer.
President Barry Rakes called the meeting to order, stating that all necessary and advisable business be conducted during this time and that notice had been received by each Board Member.
Thereupon, President Barry Rakes announced that legal notice had been given and a quorum was present so that the meeting was legally and lawfully ready to transact business.
The Minutes from the August 14, 2013 Board Meetings were approved without corrections and, or additions, by Scott Sackman seconded by Lance Kalfell.
All in Favor. Motion Carried
FINANCIAL REPORT:
Pat Davis presented current budget figures which included payroll and expenditures for September. A list of invoices to be paid was submitted and forms for the Prairie County Treasurer to transfer funds in the amount of $42,698.67, to cover payroll and invoices were signed. September 15th estimated payroll: $6,332.47; September estimated invoices: $29,495.22; September 30th estimated payroll: $6,870.98. Investment transfer was also signed to invest the remaining monthly District No. 2 cash balances in the amount of $350,451.00 with Prairie County Pool. On a motion made by Lance Kalfell and seconded by Scott Sackman the treasurer’s report was approved. All in Favor. Motion Carried.
MANAGER’S REPORT:
Shirley Fish Screen Project:
Mr. Strasheim informed the Board that Mr. George Jordan of USF&WS is working with District No. 2 to allocate the funds for the Terry Fish Screen Project to help alleviate the costs and to make improvements to the Shirley fish screens. The funds would also possibly be used for the acquisition of a variable speed drive at the Shirley Pumping Plant to help alleviate the issues of power and exceeding contracted rate of demand. A letter was written to the Bureau of Reclamation to explain the problems that have been encountered with the Shirley Fish Screens. The letter also explained that the fish screen project at Terry would not be feasible at this time for the District.
Ray and Pat have been corresponding with Michael Laurent of Intralox coordinating the repairs for the Shirley Fish Screens.
Ray spoke with Cami Graham of Western Area Power Administration concerning the relocation of the substation at the Shirley Pumping Plant. Mrs. Graham stated that the easements at the state level are complete.
Ray Strasheim and Lance Kalfell have spoken with Ray Sprandel concerning the delivery of more water on the pipeline that serves Clark Cameron and himself. Buffalo Rapids Irrigation District No. 2 will help figure out a solution that can be implemented if possible.
Mr. Mike Ames of Agri Industries-Prairie Pump and Machine has not contacted the District concerning the invoicing for pump repairs done last year since Ray communicated to him a discrepancy in contracted pricing.
Ray and WWC Engineering have been researching many different options to replace the currently leaking discharge lines at the Terry Pumping Plant for the Terry Discharge Line Rehab Grant. They will continue to search for alternative methods to alleviate the problem.
Ray is working on a bypass valve to be installed at the Fallon Relift Plant to reduce the amount of water in the upper canal and power needed to increase the water delivery for the main canal. He is researching different options that would be cost effective to the District.
Ray will meet with the Bureau of Reclamation and Western Area Power Administration concerning the power contract and increase in allotment for the District.
Ray informed the Board that he would like to attend a workshop in Bozeman that will be sponsored by Montana Association of Dam and Canal Systems in October.
Bill Tusler has cleaned drains in the Terry Division along with the intake channel at the Terry pumping plant. The crew has also installed barricades in the river at the Shirley pumping plant due to decrease in river levels.
The meeting was adjourned on a motion by Lance Kalfell, seconded by Scott Sackman. All in Favor. Motion Carried.
