BUFFALO RAPIDS IRRIGATION DISTRICT NO. 2

APRIL 19, 2013
The Emergency Meeting of the members of the Buffalo Rapids Irrigation District No. 2 at Terry, Prairie County, Montana, was held on the nineteenth day of April, 2013 at 1:30 p.m.
There were present and participating at the meeting:
Barry Rakes
Scott Sackman
Lance Kalfell
Also present and participating were: Raymond Strasheim, Secretary; Pat Davis, Treasurer.
President Barry Rakes called the meeting to order, stating that all necessary and advisable business be conducted during this time and that notice had been received by each Board Member.
Thereupon, President Barry Rakes announced that legal notice had been given and a quorum was present so that the meeting was legally and lawfully ready to transact business.
MANAGER’S REPORT:
Shirley Fish Screen Project:
Ray Strasheim informed the Board of Buffalo Rapids Irrigation District No. 2 that a representative from Intralox, Mr. James Murphy, had arrived to inspect the fish screens before installation on April 16, 2013. Mr. Murphy indicated that the bay would have to be cleaned of all debris before installation could occur. The District 2 crew had probed the intake at the Shirley Pumping Plant and discovered considerable amounts of silt and rock in front of the plant under the water line. Mr. Murphy also indicated that the plant would have to be dry docked with a coffer dam or a diver would be needed to clean the intake of the pumping plant.
With the additional costs to the District and the unfeasibility of the requirements of installation every year the Board discussed the economic ability of the District to continue with the installation of the fish screens and continuation of the Shirley Fish Screen Project.
On a motion made by Lance Kalfell and seconded by Scott Sackman it was
RESOLVED,
To not precede with the installation of the fish screens at the Shirley Pumping Plant with the current design.
All in favor. Motion carried.
Mr. Raymond Strasheim concurred with the Board’s decision.
Ray has contacted Mr. Dick Scheetz, N.R.C.S. and Mr. George Jordan, U.S.F.W.S. about the complications to the project. Mr. Jordan indicated that he will call when he gets back to the office on Monday, April 22, 2013 to determine, with all entities involved, how to proceed.
Ray and Pat will construct a letter to be sent to all entities involved, and for Buffalo Rapids Irrigation District No. 2 purposes, containing all accomplishments and problems and future complications for installing and maintaining the project.
The meeting was adjourned on a motion by Scott Sackman, seconded by Lance Kalfell. All in Favor. Motion Carried.

President Barry Rakes called the meeting to order at 6:55 p.m., stating that all necessary and advisable business be conducted during this time and that notice had been received by each Board Member. ...
