September 12, 2012 District No. 2 Meeting Minutes

MINUTES Of the MEETING OF THE COMMISSIONERS Of the BUFFALO RAPIDS IRRIGATION DISTRICT NO. 2 Terry, Montana SEPTEMBER 12, 2012 The Fifth Regular Meeting of the members of the Buffalo Rapids Irrigation District No. 2 at Terry, Prairie County, Montana, was held on the twelfth day of September, 2012 at 7:00 p.m. There were present and participating at the meeting: Barry Rakes Scott Sackman Lance Kalfell Also present and participating were: Raymond Strasheim, Secretary; Pat Davis, Treasurer. President Barry Rakes called the meeting to order, stating that all necessary and advisable business be conducted during this time and that notice had been received by each Board Member. Thereupon, President Barry Rakes announced that legal notice had been given and a quorum was present so that the meeting was legally and lawfully ready to transact business. The Minutes from the August 08, 2012 Board Meeting were approved without corrections and, or additions, by Scott Sackman seconded by Barry Rakes. All in Favor. Motion Carried FINANCIAL REPORT: Pat Davis presented current budget figures which included payroll and expenditures for September. A list of invoices to be paid was submitted and forms for the Prairie County Treasurer to transfer funds in the amount of $35,614.66, to cover payroll and invoices were signed. September 15th estimated payroll: $6,038.13; September estimated invoices: $23,538.40; September 30th estimated payroll: $6,038.13. Investment transfer was also signed to invest the remaining monthly District No. 2 cash balances in the amount of $308,806.00 with Prairie County Pool. On a motion made by Lance Kalfell and seconded by Scott Sackman the treasurer’s report was approved. All in Favor. Motion Carried. MANAGER’S REPORT: Shirley Fish Screen Project: Ray informed the Board that he has not received any correspondence from Hydrolox. The Board discussed the progress of the relocation of the WAPA substation at the Shirley plant. Ray stated that they were winding down the water season. He discussed with the Board that they will take to Prairie Pump and Machine a pump from each pumping plant. He will also look into purchasing a replacement motor. One motor will be taken out for inspection possibly at the Shirley plant and sent in. Ray spoke with George Jordan from US Fish and Wildlife about allocating the funds for the Terry fish screen project to Fallon River plant. Ray discussed with the District No. 2 Board the Western Area Power Administration overages that have occurred over the last water season. He stated that he believed they are occurring at the Fallon Division. He will contact the administration to discuss it further. Ray also stated that he has not heard back from the Bureau of Reclamation concerning the increase in power allotment for the District. Ray stated that Bill Tusler has been doing excavation work at the Terry and Shirley pumping plants. He has also repaired a pipeline for Strasheim and is now working at Jenny’s. Repairs will need to be done on a bridge on the Diamond Ring canal. Ray informed the Board that the District will need to continue to work on obtaining reserved water rights from Custer County. He stated that the District is still waiting to hear back from the Bureau of Reclamation concerning the process that was started in 2005. Ray also informed the Board that he plans on updating easements for pipelines over the next winter season. The Board tabled the Buffalo Rapids Irrigation District No. 2 Rules and Regulations governing the distribution of water. Lance Kalfell stated that he had spoken with the BLM office and they would be willing to copy some of the maps that the District owns that are in deteriorating. The meeting was adjourned on a motion by Scott Sackman, seconded by Barry Rakes. All in Favor. Motion Carried.
