April 11, 2012 District No. 2 Meeting Minutes

MINUTES Of the MEETING OF THE COMMISSIONERS Of the BUFFALO RAPIDS IRRIGATION DISTRICT NO. 2 Terry, Montana APRIL 11, 2012 The Twelfth Regular Meeting of the members of the Buffalo Rapids Irrigation District No. 2 at Terry, Prairie County, Montana, was held on the eleventh day of April, 2012 at 1:30 p.m. There were present and participating at the meeting: Barry Rakes Lance Kalfell Scott Sackman Also present and participating were: Raymond Strasheim, Secretary; Pat Davis, Treasurer; and Gary Bunke, Attorney-at-Law. President Barry Rakes called the meeting to order, stating that all necessary and advisable business be conducted during this time and that notice had been received by each Board Member. Thereupon, President Barry Rakes announced that legal notice had been given and a quorum was present so that the meeting was legally and lawfully ready to transact business. The Minutes from the March 14, 2012 Board Meeting were approved without corrections and, or additions, by Lance Kalfell seconded by Scott Sackman. All in Favor. Motion Carried FINANCIAL REPORT: Pat Davis presented current budget figures which included payroll and expenditures for April. A list of invoices to be paid was submitted and forms for the Prairie County Treasurer to transfer funds in the amount of $58,446.55, to cover payroll and invoices were signed. April 15th estimated payroll: $8,354.76; April estimated invoices: $41,125.46; April 30th estimated payroll: $8,966.33. Authorizations were also signed to transfer $9,066.66 from F.E.M.A. Funds into District No. 2 Cash O & M. Investment transfer was also signed to invest the remaining monthly District No. 2 cash balances in the amount of $354,627.00 with Prairie County Pool at Stockman Bank. Pat informed the Board that the annual audit was set for April 30th. On a motion made by Lance Kalfell and seconded by Sackman the treasurer’s report was approved. All in Favor. Motion Carried. MANAGER’S REPORT: Ray asked for the Board’s opinion concerning outside work for other irrigation projects. Kinsey Irrigation Project approached Ray about cleaning out their bays with the long reach excavator. After much discussion the Board conveyed that since the work is being done for another irrigation district it would be acceptable. The Board also expressed that if all other resources were to be exhausted or unavailable to Kinsey Irrigation District they would be charged the appropriate rate, and be at the discretion of the availability of the equipment of District No. 2. Shirley Fish Screen Project: Ray informed the Buffalo Rapids Irrigation District No. 2 Board that the wing wall repair was completed by Diamond J Construction. The frame will go in within the next week for the fish screen. Donnes Construction will begin the rip rap project soon. Mr. Gary Bunke, Attorney at Law, passed for the Board’s review a letter drafted to be submitted to Intralox. The members of the Board agreed to send the letter with a minor correction. The Board also discussed what they would like to resolve if any response is received. Ray spoke with the Board concerning the progress of the permitting for the Terry Pumping Plant. He informed the Board that they still have not obtained the 310 permit necessary to excavate in the Yellowstone River. The District is waiting to hear from the Army Corp of Engineers concerning the permit. Ray stated that the Fallon River pumps are almost completely installed, and have the motors left to install. The installation of the Shirley pumps has been started, when completed the crew will move on to the Terry Pumping Plant. The Shirley number 2 and 3 discharge lines have been patched also this spring. Ray also stated that he hopes to have water turned on by the last week in April. The meeting was adjourned on a motion by Scott Sackman, seconded by Lance Kalfell. All in Favor.
