BUFFALO RAPIDS IRRIGATION DISTRICT NO. 2
Terry, Montana
August 10, 2022
The Fourth Regular
Meeting of the members of the Buffalo Rapids Irrigation District No. 2 at
Terry, Prairie County, Montana, was held on the Tenth day of August, 2022 at 7:00
p.m.
There were present and
participating at the meeting:
Jackson Dion
Lance Kalfell
Also present and participating were: Jessica
Schott, Treasurer.
Vice
President Jackson Dion called the meeting to order, stating that all necessary
and advisable business be conducted during this time and that notice had been
received by each Board Member.
Thereupon,
Vice President Jackson Dion announced that legal notice had been given and a
quorum was present so that the meeting was legally and lawfully ready to
transact business.
The
Minutes and Resolutions from the July 14, 2022, Board Meeting, were approved
without corrections and, or additions, by Jackson Dion seconded by Lance
Kalfell. All in Favor. Motion Carried.
FINANCIAL
REPORT:
Jessica Schott presented current
budget figures which included payroll and expenditures through August to all
Board members for their review. A list
of invoices to be paid was submitted and forms for the Prairie County Treasurer
to transfer funds in the amount of $48,302.27, to cover payroll and invoices
were signed. August 15th processed payroll: $13,169.21, August estimated
invoices $21,020.14, August 31st estimated payroll: $14,112.92. Ms. Schott advised the board that the Montana
State Treasury is currently processing their fiscal year fund balance rollover,
resulting in an inaccurate reflection of all County entity’s account balances,
including Buffalo Rapids Irrigation District No. 2. As per the County Treasurer’s office and
Buffalo Rapids Irrigation District No. 2 records from prior years, this delay
in accurate fund balances recurs each year following the conclusion of the
County’s fiscal year, and is usually resolved in September-October each
year. In order to allow for account
reconciliation verification, the Prairie County Treasurer has agreed to provide
cash reports reflecting cleared transactions for each month, and then to review
and verify Ms. Schott’s reconciliation reports based on those cash reports by
date and signature. Investment transfer
was signed to invest the remaining monthly District No. 2 cash balances in the
amount of $533,425.04 with the Prairie County Pool. Warrant numbers from July 16, 2022, to August 11,
2022 range from 27156-27196.
The treasurer's report was approved
on a motion by Lance Kalfell, seconded by Jackson Dion. All in Favor.
Motion Carried.
MANAGER’S REPORT:
In the absence of Mr. Kortum from
the scheduled meeting, Jessica Schott presented the members of the Board with a
brief grant update, noting that Tim Kortum had spoken with Scott Aspenlieder
who advised that the ARPA Grant contract may be delivered and funds available
around October.
The meeting was adjourned on a
motion by Lance Kalfell, seconded by Jackson Dion. All in Favor.
